The south moat of Fort Cornwallis, currently undergoing renovation, is set to be completed soon and will be open to the public on July 7 this year, Chief Minister Chow Kon Yeow said.

He said once the restoration works come to an end, the public will be able to enjoy the component, which is part of the broader Fort Cornwallis restoration project.

The restoration of the west moat, however, is slated for later completion and will be open to the public from July 7, 2025.

“There is still a lot of work to be done but we are happy to note that the south moat will be open this year, allowing the public to enjoy part of this historic structure,” Chow said after visiting the Fort Cornwallis earlier this morning.

The RM20 million project is being implemented by the George Town Conservation and Development Corporation (GTCDC), a partnership between Penang Chief Minister Incorporated and Think City with the Aga Khan Trust for Culture as the technical advisor.

It was learned that about RM10 million was spent on excavation and works around the fort for the moats, and another RM10 million will be spent to complete it.

Meanwhile, Think City managing director Hamdan Abdul Majeed said the storerooms of the fort, which were conserved and restored, will be open as a fort museum by the end of this year.

“At this point, works on displaying the contents are taking place, and we are looking at about November or December to open it to the public,” he said.

In a related development, Chow said the current Astaka Kota Selera, which is one of the components under the Fort Cornwallis project, will be relocated temporarily to make way for a reconstruction project soon.

“The Astaka will be relocated only within the vicinity,” he said.

The construction of the Package Two bypass connecting Air Itam to the Tun Dr Lim Chong Eu Expressway reached a 42% completion stage in January this year.

Penang infrastructure, transport and digital committee chairman Zairil Khir Johari said the RM851.04mil project would reduce the current 40-minute drive between Bandar Baru Air Itam and Tun Dr Lim Chong Eu Expressway to less than 10 minutes.

He said most of the civil works of the Package Two 5.7km-alignment were progressing well.

Among these works are bore piling, the construction of piers and crossheads for the viaduct structure, the construction of slope stabilisation structures using the soil nailing method, construction of reinforced earth wall, cut and fill, as well as the widening of existing roads.

“The relocation works of the utility (Penang Water Supply Corporation pipes, Tenaga Nasional Bhd and Telekom Malaysia cables) have been completed at Section One.

“Major construction works such as controlled rock blasting, reinforced earth wall, rock breaking, soil nailing, platform preparation, soil improvement, rock hacking and excavation are being conducted at Sections Two, Three and Four,” Zairil explained.

He also spoke about the relocation works of utility cables at Section Five where other construction works include site clearing, soil improvement and preparation of a road base for a permanent slip road.

“The utility piloting works were scheduled to begin at Section Six in February,” Zairil told Buletin Mutiara.

He said Penang must continue upgrading its facilities to uphold its economic and social competitiveness.

“Better infrastructure makes it easier for people to get around and helps local businesses succeed,” he added.

Consortium Zenith Construction Sdn Bhd is the design and build contractor, while Penang Infrastructure Corporation is the implementing agency for the project.

Package Two comprises three interchanges – Interchange One (at Lebuhraya Thean Teik), Interchange Two (Jalan Bukit Gambir-Jalan Sultan Azlan Shah) and Interchange Three (at Tun Dr Lim Chong Eu Expressway) which will involve a left in-left out junction and an elevated U-turn.

Other project scopes include upgrading and improving the drainage system, upgrading existing roads involved in the project area, and utility relocation work.

The project is tentatively scheduled for completion next year.

During the PDC Chinese New Year 2024 celebration at the PDC Atrium yesterday, Chow, who also serves as the PDC chairman, said PDC has achieved many significant successes, with the development of BKIP 3 marking a milestone achievement as its 10th industrial park.

“This is not just a historic achievement for PDC but for the entire Penang. I believe the development of BKIP 3 will generate high-income job opportunities, especially for residents, to improve their quality of life.

“The BKIP 3 development will also drive Penang’s potential as an investment destination of choice for local and international companies.

“PDC also plays an important role in providing physical infrastructure and logistics facilities to improve connectivity and the needs of the industry.

“Among them are the global business service hub or Global Business Services (GBS), Workers Village and Logistics Hub.

“All these facilities are for long-term economic growth thus supporting the implementation of various new projects such as the development of the third new town of Bandar Cassia in Batu Kawan, which includes residential, commercial, recreational and industrial development.
