GBS By The Sea to house 3 prominent design & development centres

Penang is set to strengthen its position as a global hub for Integrated Circuit (IC) Design and Digital Technologies with the upcoming completion of GBS By The Sea. Scheduled for completion on 1st December 2024, this state-of-the-art office building is designed to accommodate three prominent design, research and development (R&D), and engineering services centres.

GBS By The Sea is a significant part of the Penang IC Design and Digital Park, launched on 4th May 2024. The park offers one million square feet of premium office space for high-impact activities such as IC Design, R&D, Digital Global Business Services (DGBS), and digital technologies investments. This nine-storey seafront building provides a net lettable area of 294,000 square feet and includes 830 parking bays.

Notably, GBS By The Sea features two 11kV power substations, making it the first building in Malaysia with such advanced infrastructure. Additionally, the building boasts a floor loading capacity of 5KN/m2, ideal for housing IC design and R&D companies. It also meets the standards of a Malaysia Digital building (formerly Multimedia Super Corridor Cybercentre), highlighting its premium facilities and technological capabilities.

The building will be fully occupied by AMD, Celestica, and a major U.S. tech giant. AMD is expanding its GBS and engineering expertise, while Celestica will establish its first Malaysia R&D and Design and Development center in Penang. The building is expected to create approximately 2,000-3,000 high-value jobs.

The Penang IC Design and Digital Park is dedicated to providing top-tier infrastructure and facilities, fostering an ideal working environment for businesses and residents. Planned enhancements include pedestrian-friendly walkways, bicycle lanes, park-and-ride facilities, outdoor recreational spaces, and local eateries. To promote environmentally friendly connectivity, shared micromobility services like electronic scooters and bicycles will be introduced. The semi-automated food court Bayana, located within walking distance of GBS By The Sea, offers convenient dining options.

Penang Bridge closures for Penang Fellowship Ride – Bridge to Bridge 2024

Both bridges in Penang connecting the mainland and the island will be temporarily closed in stages this Sunday morning for the Penang Fellowship Ride – Bridge to Bridge 2024 cycling event.

On July 28, both the Penang Bridge and the Sultan Abdul Halim Mu’adzam Shah Bridge (the second bridge) will have scheduled closures for the event. The ride will start at 7 am at the Sungai Nibong Festival Site in Bayan Lepas.

The Penang Bridge will be the first to close, affecting traffic from the island to the mainland from 6:30 am to 9 am. Traffic from the mainland to the island will not be affected.

Penang Second Bridge, the longest bridge in Malaysia and Southeast Asia, will close from 9 am to noon for traffic from Batu Kawan to Batu Maung as riders return to Bayan Lepas. Again, the opposite direction will remain open.

The 68 km event has attracted 2,343 participants, including cyclists from Asia and beyond. Penang governor Tun Datuk Seri Utama Ahmad Fuzi Bin Haji Abdul Razak will also participate, as he has in previous years, after performing the flag-off duties.

Public feedback sought for Penang South Island 2050 Local Plan

The preliminary publicity programme for the Penang South Island 2050 Local Plan (RTPSI 2050) is now open for public viewing, starting today and continuing for a week. This initiative, held at three different locations, aims to collect feedback, ideas, and suggestions from the public before the draft PSI 2050 local plan is produced.

Penang Chief Minister Chow Kon Yeow has emphasized the importance of public participation in this preliminary publicity programme. He encouraged everyone to submit their views and suggestions, stating, “I also request that continuous dissemination be made to all parties so that no one is excluded from giving their insightful views and suggestions.”

The PSI local plan aims to incorporate national, state, and local policies aligned with the state’s smart, green, and sustainable development strategy. The Penang South Island project, also known as the Silicon Island project for Island A, is an ongoing reclamation effort off the southern coast of Penang Island, intended to create an island covering 2,300 acres of land. Chief Minister Chow highlighted that Silicon Island was designed with the best urban design practices and sustainable development principles in mind, aiming for a 45% reduction in carbon emissions and prioritizing green urban planning.

“The development of Silicon Island is also in line with the Penang Structure Plan 2030 and the advice from the National Physical Planning Council (MPFN),” said Chow.

The Penang State Town and Country Planning Department will produce the draft PSI 2050 local plan upon completion of the preliminary publicity programme. There will also be a subsequent publicity and public participation programme for the draft PSI 2050 local plan to gather additional views and feedback from stakeholders.

Penang Local Government, Town and Country Planning Committee Chairman Jason H’ng described the local plan as a primary reference document for planning and development control. He stated, “The preparation of RTPSI 2050 is a key platform and pragmatic step by the state government as a noble initiative to shape new development on newly reclaimed land areas based on appropriate development controls and in line with the current state scenario.”

H’ng explained that the goal of the RTPSI 2050 study is to provide a comprehensive local plan for the reclaimed island, focusing on smart, sustainable, and resilient development. The preparation of the local plan will adhere to the legal provisions of Sections 12 to 16B of Act 172. This detailed document will include proposal maps, written statements, and implementation guidelines, serving as a primary reference for all proposals by local planning authorities regarding development and land use.

The preliminary publicity programme is being held at the JPBD office (Level 57, Komtar), the third floor of Komtar, and the Pusat Perkhidmatan Setempat Nelayan (PPSN) in Permatang Damar Laut. It is open from 8 am to 4 pm until July 29.
