The “Rivanis” development project, a mixed-use venture spearheaded by Rivanis Ventures Sdn. Bhd., is set to transform the landscape of Kampung Manis in Perai, Penang. This project, recently formalized through a Memorandum of Agreement between the Railway Asset Corporation (RAC) and the Penang State Housing Board (LPNPP), aligns with Penang’s Vision 2030 initiative to enhance liveability and housing affordability for Penang residents.

Located on portions of Lot 286, Lot 65, and Lot 67, the Rivanis project will bring significant upgrades to Kampung Manis by incorporating both affordable housing and commercial spaces. The project name, a blend of “River” and “Manis” (a nod to the village’s name), symbolizes the integration of modern, dynamic living with respect for the community’s roots.

One of the core features of the development is the provision of free housing to eligible Kampung Manis residents. Under this arrangement, 177 units of Affordable Housing (Rumah Mampu Milik, RMM) will be allocated at no cost to residents, offering 850sq.ft. units valued at approximately RM400,000 each. This initiative allows residents to transition into modern, high-rise living without financial strain. The RMM units, comparable to Type C3 affordable housing in terms of quality, will be built in a 30-story apartment block. Upon completion of this block, existing homes in the area will be demolished to make way for the broader mixed-use development.

Beyond residential units, the Rivanis project will incorporate a wide range of amenities and commercial elements to create a vibrant urban hub. Plans for the project include high-rise condominiums, commercial centers, drive-through outlets, and serviced apartments. These additions are anticipated to enhance the urban appeal of Perai, supporting a more modern and dynamic cityscape. The first phase of development will include 338 RMM units complete with community amenities such as a swimming pool, children’s playground, and gym, providing an enhanced lifestyle experience for residents.

Transport Minister Anthony Loke has expressed optimism about the project’s timeline, targeting completion within three years or before the next general election. The project’s gross development value (GDV) is estimated at RM1.5 billion, underscoring its scale and importance to the region. With the land contributed by RAC, Rivanis Ventures is positioned to successfully deliver this comprehensive development.

The Rivanis project marks a collaborative effort between state and federal authorities to uplift Penang’s housing sector while preserving community ties and supporting the state’s economic and urban growth goals.

The Kampung Manis redevelopment project is set to reach a critical milestone with the signing of a Memorandum of Understanding (MoU) scheduled for November 11, formalizing collaboration between the Railway Asset Corporation (RAC) and the Penang Housing Board (LPNPP). This agreement will solidify efforts to revitalize the Kampung Manis area, addressing long-standing issues for residents and marking a step forward in Penang’s urban renewal initiatives.

The redevelopment project, announced by Penang Housing and Environment Committee chairman Datuk Seri Sundarajoo Somu, signifies a concerted effort to improve living conditions for the Kampung Manis community, as part of a larger revitalization plan within the Perai constituency. At the same event, a Head of Agreement (HoA) will also be signed between RAC and Rivanis Ventures Sdn Bhd to further support the redevelopment agenda. Sundarajoo highlighted that this project showcases the state government’s commitment to resolving ongoing challenges faced by local residents.

Chief Minister Chow Kon Yeow affirmed that the redevelopment would preserve the community’s continuity, ensuring that original residents are not displaced. Once completed, the area will feature improved housing and essential facilities, enhancing quality of life for Kampung Manis residents. Chow also underscored Penang’s ambition for urban progress, pointing to future projects like the Kampung Main Road redevelopment. This collective effort, involving collaboration from the Federal Government, local communities, and private sector, reflects a unified vision for Penang’s sustainable growth.

MBPP opens applications for 163 market and hawker stalls

The Penang Island City Council (MBPP) will open applications for 163 vacant stalls across 37 public markets, food courts, and temporary hawker sites starting today (November 9). MBPP’s Public Health and Licensing Committee Alternate Chairman, Tan Soo Siang, shared that the council previously allocated stalls for 63 tagged hawkers, delaying new applications for the past three months.

Tan explained that MBPP conducts regular enforcement, targeting about two illegal roadside stalls daily while working to relocate tagged hawkers to council-regulated sites. However, some hawkers are reluctant to relocate due to lack of preferred locations.

In a press conference on Friday, Tan noted that MBPP’s previous application and interview round in July saw 61 applicants, with 17 (28%) being approved. The current application period ends on November 19, and online interviews will take place on November 21. Tan encourages interested hawkers to apply and emphasized that applicants should ensure a stable internet connection, a quiet environment, and log in 10 minutes early for interviews. Professional attire is also required to show respect.

Seberang Jaya market to open in December with upgraded amenities

Residents of Seberang Jaya and nearby areas in Butterworth can look forward to the opening of the long-awaited Seberang Jaya Market and Hawker Centre in December.

Penang Chief Minister Chow Kon Yeow said the RM19.5mil project was expected to receive its Certificate of Completion and Compliance (CCC) by the end of this month.

“Once the CCC is obtained, the facility will be handed over to the Seberang Perai City Council (MBSP) for management,” he said during a site visit.

The new market complex, designed to meet Green Building Standards (GBS), will offer improved amenities such as trading stalls, parking spaces, and covered trading areas.

Chow said it would accommodate 263 stalls, with 239 allocated to original traders and 24 reserved for vendors who used to operate around the market vicinity.

To ensure a smooth transition, he said MBSP would conduct a stall allocation draw for the original traders soon.

Additionally, the developer has built a covered trading space with over 200 lots to accommodate more traders who previously operated outside the market, addressing feedback from stakeholders.

The new market complex will offer over 400 parking spaces, accessible facilities for people with disabilities, public restrooms and a prayer room, creating a more comfortable environment for both vendors and patrons.

Chow expressed hope that local traders would collaborate with the MBSP to effectively upkeep the public market.

He welcomed constructive suggestions to enhance the market experience for both vendors and customers, which in turn could boost business and increase vendors’ income.

The new market and hawker centre was developed on about five hectares of land owned by Penang Development Corporation.

It was funded by Zubicon Development Sdn Bhd through a cross-subsidy from their residential and commercial development profits.

Also present were local government committee chairman H’ng Mooi Lye, Zubicon Development Sdn Bhd director Lim Beng Keong and MBSP representatives.
