Penang Development Corp to be sole developer of industrial development in the state

Penang Development Corporation (PDC) will be the sole developer of industrial parks in the state and these projects will not be given to the private sector, Chow Kon Yeow told the state assembly.

“PDC industrial land banks are in strategic locations and can be marketed to investors in promoted industries,” said the Chief Minister.

Chow, who is PDC chairman, was answering an oral question from Lim Guan Eng (PH-Air Putih) who asked for a list of land PDC has given to the private sector to be developed as industrial parks.

Chow however said there was collaboration on such development as in the case of developing part of Batu Kawan Industrial Park 2 (BKIP2) to reduce the risks and cost of PDC.

“The issue was this land was located in a non-conducive surrounding and PDC needed to work with others to develop the park.

He said PDC has over 50 years of experience to ensure the industrial parks its developed would continue to draw in domestic and foreign investors, especially those lands in strategic locations without involving the private sector.

“We will collaborate with the private sector for high-risk and less competitive areas as PDC has a track record of successfully developing nine industrial parks in the state to ensure a sustainable industrial ecosystem,” added Chow.

PropertyGuru Group, Southeast Asia’s leading property technology company, today announced the winners of the 10th PropertyGuru Asia Awards Malaysia in partnership with iProperty.com.my at The Majestic Hotel Kuala Lumpur, the official venue.

Excellent companies and property developments, as well as exemplary individuals in the real estate industry, comprised this year’s list of winners. The Awards were presented across 48 categories, decided by an elite roster of local and foreign experts as well as the people of Malaysia.

With nine golden statuettes, WCT Land Sdn Bhd garnered the most wins of the year. The company was named Best Developer (Malaysia), Best Developer (Central Malaysia), and Best Mixed Use Developer and garnered multiple awards for its projects Pavilion Mont Kiara and Greenville Residences.

UEM Sunrise Berhad also gained nine wins, including various honours for its projects The Connaught One, Allevia Mont’Kiara, The MINH Mont’Kiara, Residensi ZIG, and Verna Serene Heights.

Another big winner, Sime Darby Property, won five golden statuettes, including the prestigious Best Landed Development (Malaysia) award for Ilham Residence, in addition to honours for Bandar Bukit Raja and Serasi Residences, Putra Heights Sentral. Eupe Corporation Berhad won the prestigious Best High-Rise Development (Malaysia) title for Est8 @ Seputeh in one of three awards for the company.

Other winners in the Developer categories were Mah Sing Group Berhad, named Best Lifestyle Developer with a win for M Astra; Perbadanan Kemajuan Negeri Selangor, named Best Affordable Homes Developer; Tanah Sutera Development Sdn Bhd, named Best Developer (Southern Malaysia) with a win for Sutera Square; and Tanjung Ratna Sdn Bhd, named Best Boutique Developer.

Repurposing abandoned hawker complex, leasing heritage shophouse

The Penang Island City Council (MBPP) is open to considering proposals for the alternative use of an abandoned two-storey hawker complex in Lengkok Erskine, apart from its original purpose as a food court.

Nicholas Theng Jie Wey, the MBPP alternate chairman of the Finance Committee, revealed that despite three previous calls for Request for Proposals (RFP), there were no takers for the hawker complex.

Handed over to the care of MBPP in 2013 after being built by a developer, the hawker complex is located on Lot 2964, Section 1, Lengkok Erskine, Taman Kristal, in George Town, covering an area of 1,070sq metres (11,517sq ft).

“Featuring 47 existing stalls on the first floor and a ground-floor car park with 29 spaces, the MBPP intends to invite tenders for the redevelopment, management and maintenance of the hawker centre. The submission deadline for proposals is set on Feb 5, 2024.

“Anyone interested in participating in this tender is required to attend a briefing session and site visit on Dec 4 (Monday),” Theng told reporters in Komtar today.

In another development, Theng also announced that MBPP is also inviting proposals through RFP process for a two-storey shophouse on Lot 376, Section 18, George Town.

The ​​land and building dimensions for this property on 26, Lebuh Armenian, are 2494sq ft and 3264sq ft respectively.

The shophouse, classified as a Category 2 heritage building with ‘Early Transitional Style’ architecture, is located within the George Town World Heritage Site.

“This building needs to be preserved and restored based on the George Town World Heritage Site Special Area Plan.

“This property had been advertised for rental and renovation without success due to the three-year rental terms.

“Now, MBPP intends to lease this property for a period of 10 years with one extension possible, up to a maximum of 20 years. The tender statement was issued on 27 November 2023 in several major newspapers, with the deadline for submissions set for 5 February, 2024.

“Interested parties are required to attend a briefing session and site visit on Dec 4 (Monday) at 9.30am,” Theng added.

E&O: Short-term rental ban in Penang has led to increase in property value and rental yield

The ban on short-term rental in Penang has resulted in an increase in property values and rental yields, according to Eastern & Oriental Bhd (E&O).

E&O executive chairman Datuk Tee Eng Ho said the group’s property development in Penang was never intended to be marketed as an investment play.

“Whichever condominium without Airbnb, their property price goes up, rental even much better,” he told reporters and analysts at E&O’s 2QFY2024 results briefing on Wednesday.

“Our [development in] Andaman Island, we never targeted it for people to do Airbnb,” Tee added.

Tee was referring to the Andaman Island development, an artificial island off the Northeast coast of Penang that is set to be launched in the first quarter of 2024.

Effective May 25 this year, the state government of Penang imposed a ban on almost all types of short-stay accommodation, making it the first state in Malaysia to impose such a ban.
