Oct 14 deadline for Penang property owners to appeal against assessment rate hike
Penang property owners have to be prepared to pay higher assessment rates next year as the state’s two local councils review the rates to counter increased expenditures.
All property owners will receive the notices on the increase this month, and they have up to October 14 to send in appeals against the new rates, reported the Malay Mail today.
“It has been 15 years since we reviewed the assessment rates and we are reviewing it now in accordance with the provisions of the law,” state local government, housing development and town and country planning committee chairman Jagdeep Singh Deo said in a press conference today,
He revealed that higher spending costs have led to an annual deficit budget since 2016 for the Penang Island City Council (MBPP) and Seberang Perai Municipal Council (MPSP).
Jagdeep refused to reveal the rate of the raise, but merely said it would depend on the property type, location and size.
However, Sin Chew Daily had earlier reported an expected hike of up to 30%.
A total of 322,549 properties on the island and 327,401 on the mainland will fall under the review.
The increase has been calculated to bring in an additional revenue of RM54,338,822 for MBPP and RM39,743,077.02 for MPSP next year, but Jagdeep said “the extra revenue will barely be able to cover the expenditure of both councils”.
“MBPP will be implementing 31 infrastructure projects between 2020 and 2022 at a cost of RM179.03 million so the extra RM54 million from the assessment rate increase does not cover this full sum,” he explained.
MPSP will also be carrying out 46 projects between 2020 and 2022, costing RM169.74 million.
Compared to 2005, MBPP’s and MPSP’s 2019 overall expenditures shot up by 291% (RM196.391 million) and 784% (RM107 million) respectively.
Jagdeep pointed out the state’s property assessment rates are still the lowest in Malaysia compared to Kuala Lumpur, Petaling Jaya, Shah Alam, Subang Jaya and even Kota Kinabalu.

The main purpose is to solve the traffic near Sungai Nibong because it will be very congested when after school and there is no stop near Sungai Nibong bus station?
What is the root cause the higher spending cost?
Isnt number of properties in Penang either island of mainland had also increase significantly? Meaning assessment income for state government had also been increase significantly as well.
Where are those money going to?
What been done to increase income (beside take money from people) and reduce expenses before decide to take money from people?
How much do we get from Federal Government from the GDP been contribute to the Federal?
Do we get fund from Federal for the infrastructure development?
Where are those property stamp duty and RPGT go to?

I already submitted my appeal. reply from MPPP is stated you have to pay the new rate. I am not understand why given timeline for us to appeal. Just directly charge us high rate!!!!!

Simply spent more than RM300 millions for feasibility study with no result, and now making the people suffer with the assessment rate hike.

guys, it will do greater good if you register your objections thru the proper channels in the MBPP website , be heard in a proper forum and be counted. The MBPP is not going to check into this page to hear your grouses. The guidelines require that the objectors attend the meeting. Lets combat this together !

Hahaha…don’t be a sor hai lah, you can’t beat them through “proper channel”. So what do you do then? You go on a “guerilla channel”.

What you say is true, price of char kuey teow more than doubled and yet no one complained, somemore willingly queue up and buy, whereas gov increase price 30% only, people kau peh kau boh. Why?? Because char kuey teow uncle gives you what your money’s worth, ho liao & ho chiak. But what does the gov give you, “AN API READING OF 60” while the actual reading is already 200!!!!! Hahahaha…..WTF!!!! Now everyone is wondering whether all those DOE reports done on land reclaim, high rise development, hill development etc have any credibility!!!!

Even today, the price of char kuey teow ranges from RM4 to RM10. The ho liao & ho chiak ones can sell at RM10 and yet the queue is still very long, while for the half-pass-six ones, increase RM0.50 only people complain already. I think the work quality of our MBPP today still belongs to that RM 4 category. When you complain something that don’t look right to MBPP “through proper channel”, they will drag, and drag, and then finally when they respond, they will give you a hundred reasons why the problem cannot be solved, through proper channel lah of course!!! Hahahaha….
Reasonable hike is fine but I dont see improvement in services. Build unnecessary parks for what! There is already one big one at Taman Sri Nibong and you build another under-utilized park 50 meter away, and worse by the main road’s roadside? And another almost-zero-facility one in front of Villa Emas, that rarely has any user?
Penang people mana ada happy punya… build park also bising… clean longkang also bising… build anything also bising one ma… hahaha

My father’s house in Sg Nibong just increased by almost 80%, the assessment should be calculated based on the land size but not the market rate as everyone is enjoying the same fresh air. If want to calculate based on the market value, a low-cost flat should be around 300k per unit but not 100k (based on the reconstruction price). My newly bought Condo also increased by 10%, MV also not increased so much la due to market slow.

The additional taman sri nibong park is totally out of place. exactly by main road roadside where buses pump black fumes into the air. Nobody is using. The main, nice park is just 50 meter away. The facilities are built for nobody uses. All these haphazard implementation is why we cannot move forward in steady pace. At least I have voiced my comments to aduan mbpp through email on these wastage. Please do not belittle valid complaints.

The Taman Sri Nibong additional park was already a green lung with small trees and some vegetation. MBPP sort of cleared it and put fence, installed new gym equipment (well, redundant to the equipment just 50 meters away).
Shall we come back to “assessment rate hike” and not bus or park?

Ya, speaking of tempat buang sampah, I noticed penang MBPP is still very backward as they put those big big MBPP tong sampah just along roadsides. After people throw rubbish, you see rubbish all around it, very smelly and such an eyesore. I stay in Tanjung Tokong, The Tamarind, and everyday when I drive home, I pass by those temp long houses beside Island Plaza, and they have these big tong sampahs along that road. Why so caveman one?????????? Eeiiyer, some more want to increase assessment rate!!! This kind of small issue also cannot do a proper job.

You can check out the park in front of villa emas and see water pot and rubbish littering. Building a park does not warrant a no-rubbish environment. It should be implementation of law ie penguatkuasaan undang-undang that literally getting police/officer/or even traffic police to patrol more and fine directly once caught. (Out of topic)

My Cukai Setahun up from RM339 to RM602. Almost 100%.

How clean can it be when you put big tong sampah by the roadside wide exposed for everyone to throw?? No doubt to a certain extend cleanliness depends on the users, but the authorities play a very important/big part in shaping public mindset. So when the public sees that MBPP is ok (and doing nothing) in allowing rubbish get thrown all over everywhere wide exposed for everyone to see and smell, just imagine what kind of mindset will be instilled in to the public??????Caveman mindset lah….!!

the current assessment rate is based on rental value of 2005..2005 not 2015 !
ask yourselves what is the value of your house compared 15 years ago…

Your statement quite misleading as you mentioned the house price hike vs assessment rate hike.
My landed house 12 years ago value at 700k rental was ~1.7k.
Now it value at 1.7 million but the rental still remain 1.7k.
So rental value not directly proportional at same gradient to house price appreciation.

Not 2005 or 2015 problem. This is my 1st house oc obtain this year. Affordable house is nearly RM600 assessment.
For high rises, the Council does not need to do anything else other than just rubbish disposal.
All other areas are covered by each others building JMB.
Rm600 x say 400 units = RM240,000/2 mths = RM 20,000 just for a block.
Do the maths.

Hahaha…trust me, already done that, had to follow up many many times in order to get a response, and then finally the response was……….. “it’s SOP to put rubbish bins there, nothing much can be done”.
In other words, they are saying “since there is already an SOP and it has been done according to SOP, I will not waste my brain cells to solve the “problem”, by either coming up with a better solution or changing the SOP to make it relevant to today’s standards, even though we will be charging you higher MBPP assessment rates”…..!!!!!!!

I guess they will take which ever higher as a reference. If property value is higher than rental, they use property value as ref, but if the rental increase is higher, than use rental value. Blood suckers!!
