New housing projects must have 1 or 2 blocks of Madani units

All future housing projects must allocate one or two blocks for affordable Madani units to help lower-income groups own homes, says Prime Minister Datuk Seri Anwar Ibrahim.

He said the government was willing to expedite approvals if developers meet all requirements.

“For each new housing project, I’ve instructed the Federal Territories Department and City Hall to ensure that one or two blocks are allotted for Madani housing units for the people.

“We can provide leniency and expedite (the approval process), provided that there will be one or two blocks allotted for Madani housing units for the people,” he said at the launch of Madani Civil Servants Public Housing (PPAM Madani) Pixel Permaisuri today.

It was reported that the Madani Inclusive Housing pilot project would target groups in major cities such as Kuala Lumpur, Selangor, and Penang.

Anwar, who is also finance minister, said it was important to address housing needs in Kuala Lumpur, where tens of thousands were still waiting to own homes.

“I don’t care if the rich build houses priced at millions of ringgit, but the people must be assisted in getting affordable houses. The government machinery must address the complex housing problems,” he said.

He said the matter could be resolved if the public administration were strict in ensuring all requirements were met, including plot ratio, greenery and school, which saw leakages when the people’s interests were not given utmost priority.

He said affordable housing for civil servants was not solely the responsibility of the Housing and Local Government Ministry.

As of July 31, a total of 33,133 PPAM units have been completed nationwide. In the 2024 Budget, RM249 million was allocated for PPAM projects nationwide.

To date, 28 PPAM projects have been approved, with RM234 million in Madani PPAM incentives (iM-PPAM). Some 4,000 PPAM units are expected to be built next year.

There is a high demand for houses in Kuala Lumpur among civil servants, with 55,014 applications recorded compared to the 7,038 PPAM units available.

In line with the government’s aspiration for conducive affordable housing schemes, Madani housing in Kuala Lumpur will be led by the Federal Territories Department through Kuala Lumpur City Hall, according to a statement by the Prime Minister’s Department.

Strategic cooperation between the PPAM Unit under the Prime Minister’s Department and the Federal Territories Department will allow special quotas for Madani housing units for civil servants.

It said similar concepts could also be adopted through cooperation with state governments or the state Housing Boards.

The government will conduct a study on PPAM’s outcome and effectiveness, involving stakeholders.

“The findings will guide the direction and continuation of PPAM in the 13th Malaysia Plan,” it said.

    I agree with this plan by government. 100% support.
    Let’s to be fair at least to every Malaysian citizen regardless of rich or poor. We need to have at least 1 block low cost or affordable in new project even million project.

    Hopefully to have some affordable/madani house next of Queens waterfront/The light City/Gurney Bay.

    It’s very unbalance of development in those big project Andaman/Queens waterfront/The light city. All these projects should include with affordable house components.
    We don’t want to get affordable unit that is very far away. Hopefully this is understandable

    Understand the concerns and hope this can happen on prime location. But realistically, don’t expect to walk in into 5 star hotel and expected to pay hawker price mentality also. There is always trade off and some one else need to pay the price.

    We don’t expect government developer to build luxury house & pay lower price. At least we have some mix development also.
    Just like Tanjong tokong that’s luxury development & affordable housing too to balance up & fullfill market needs.
    Penang state government should seriously consider these 3 area The light/Gurney bay reclaimed/Queens waterfront as none affordable house at all.

    Well, gov regulations forcing developers to build affordable housing is nothing new. I just find it laughable that our Madani gov has to name everything madani. I just hope they don’t come up with madani cars later and just make Msia a laughing stock.

    However, whether the affordable housing is built right next to a million ringgit condo would be a separate matter. This is all gimmicks by politicians lah. Note what our PM said “……the matter could be resolved if the public administration were STRICT in ensuring all requirements were met……”, and he also said “We can provide LENIENCY and expedite (the approval process), provided that……..”

    So what?? Are they going to be STRICT or LENIENT??? Hahahahahahaha….:))))))))

    Property value fall on the location most of time, pretty stupid to force build affordable just next to it, it is totally against the interest of the rich to buy prime spots, convenient and low dense.

    Madani don’t dare how expensive the rich bought, but rich very care about their surrounding otherwise what makes them pay for that? People pay for the community, not because the brick is import from German.

    Hope is hope, but won’t be dream come true after if you realize the psf price on the 3 areas at The Light, Gurney reclaimed land and Queens waterfront. They are among the most expensive area in Penang island, easily >rm1000/sq ft.

    Problem is built Madani housing is good for those who cannot afford expensive houses, but the mentality of them are usually the problem for this type of housing. Unkept maintenance of the property, plus the best of all is the maintenance charges been so low and how to sustain the estate in future ?

    Intention is good, but often they asking to be included in new project, which pulling down the overall market price of that particular area.

    Used to see some project with highest value unit up to near 1mil, but meanwhile got 600sqaft affordable unit blended in 1 of the tower, and they paying way lower maintenance rate to share your premium swimming pool and community, carparks.

    If they allow to build on somewhere else we won’t make any sound. 90% of time a project value at the location, not because the brick is German imported.

    Also the community is an issue, people who pay premium also because they don’t want to satu condo with people who cheapsake of low cost maintenance, ended up if over 50% of community owe the maintenance fees then housing price trash to floor d.

    Let the rich join the rich, the poor join the poor, no need to force blend community not like we are communist like our neighbour.

    We couldn’t avoid that’s poor or rich staying together in a same community. Example The light city has a huge Arce of land. Why not just propose 2 block of affordable house in that area? This is the product which high in demand. Queens waterfront also same. Q1/2/3/4 they should propose at least 1 block for affordable maybe facing town view with affordable price range.
    Andaman we foresee that’s affordable unit to cut in too. Tanjong tokong overall very nice that’s plenty of affordable house. Quaywest also having affordable unit at least. Good job for that.

    To be honest, any project with affordable units blend in, its future appreciation value will be stagnant or minimal. This is proven and is fully understood from developers, investors, agencies and purchasers.
    Believe that the mindset is hard to change as of now.

    a big NO NO for this plan. am living in this situation and the affordable ppl (lesser unit with no swimming poll and gym room) is complaining y the maintenance are the same (22cents/sqft)?
    and they r trying to get management to approve them to use swimming poll and gym room.
    this is ridiculous!!! hello… u pay wat u get OK!!!??? and this caused someone trespass and involve in police case.

    e.g of the story.
    i got a lowest spec of myvi without airbag, disk brake, ACC and etc…
    then i saw my neighbor’s myvi with airbag, disk brake, ACC and etc…
    next day i go Perodua ask for free airbag, disk brake, ACC?

    niama… wat mindset is this? champion!!!

    No Peg, u pay wat u get and SPA also stated wat r the facilities u have. everything is stated in the SPA loud and clear. also u have AGREED everything that’s y the SPA is signed but then later come complain this not fair that not fair… hahah…

    paying the same maintenance fee not fair?
    e.g 300 non-affordable vs 100 affordable.
    for sure the 100 unit need more $ to maintain their area.

    You guys can consider setting up a sub-MC (after the formation of MC) to manage the “affordable units + it’s own common properties” separately with a separate maintenance account. In that way, the “open public” units & the “affordable” units can be managed separately with it’s own money, and hence setting it’s own maintenance fee at a different rate. This will be unavoidable, it’s only a matter of time.

    Same to landed strata properties. A lot penang people think they can reno change facade of the house like the individual title. They did not understand what they are buying and sign the SPA. Then make a lot complain to developer and management office when found a lot renovation restrictions. Summary is they complain and want changes based on their own agenda and selfish needs. You can check with Batu Kawan Eco World and Aspen projects. A lot these type of jokers.

    No problem actually to live together for both rich & poor.
    We shouldn’t discriminate everyone here. All can live peacefully in a same community. A classic example of Straits quay a luxury area with plenty of affordable/low cost house. D residence in Bayan mutiara with Zen series. Central park with affordable house next in Batu lanchang. Quaywest high-end condo mix with affordable unit of 200k300k+ units.

    All these shown that we can live together under same community. Queens/The light/Andaman/Gurney definitely can do that also if wanted too.

    It depends on the location of the affordable (madani) homes. For example, an affordable project located in Tanjung Tokong (an expatriate enclave) like I-Santorini is having many expatriate tenants (whose children attend international school locally) renting. But for other locations, yes, maybe you are right.

    I prefer The Zen than Queens waterfront.
    Almost same location with better seaview & great appreciation.

    Just go smart. 300k/400k for entry rather than 900k.

    Normally it will have a combination of RM300k units (only for the B40 allocated by state gov by application), and the “open-to-public” RM400k units which can be purchased by non-B40s. Or at least that’s how Penang state gov did it for the “affordable condos”.

    You have to understand. It’s not all the people in country as lucky as you. Even a simple family with husband salary of RM6k 2 kids stilll unable to purchase rm500k house which consider a huge burden for a family. Thus, 400k below house still a huge demand in urban area city like Penang. Madani house is a favourite for many of family as within budget. Unless for those got huge income over 5 digit..or else even with 8k 9k income doesn’t mean must buy a 500k or 600k above house to justify own living standard. Everyone has their own living way..

    Rich people can stay in Andaman island or Queens waterfront, we cannot afford to allow a Madani apartment to be constructed, it will affect the existing housing prices and foreigners don’t want to invest. If you become richer, there is always a house within prime area for you to buy, properties will never sold off, it’s just how thick is your wallet.

    The Zen is a rubbish product, go ask the buyers how they feel when collect the keys.

    Better security management & fully guarded gated.
    We wouldn’t see any Bangla or Dual key working class rented here & off course richer & mature neighbourhood without any noise of illegal racing which most of waterfront community always suffer by reporting the police & yet no action.

    Queens residence is a Madani flat layout with Mercedes price tag. To be honest, I rather pick The cove than Queens development better size & good location with peace of mind. Unfortunately, price already shoot sky-high. You can afford Queens but definitely fall behind The Cove way way back.

Although 5 series cannot park inside Queens Waterfront but all of us got other properties to stay, we are not those madani residents who owned one property inside Zen or quaywest. Not to mention another madani tower (The Pier) is constructed just near to it.

    Paying a BMW price but you get a product that couldn’t park your BMW. lol. People are paid for Madani price with at least surrounding with better environment with no issue for BMW parking also. Even a million banglo neighbouring with us.

    Planning is the key, yes if you want wife, kids, family, and good income, you literally asking for top 20% of population not having, that’s why you need 5 digits income for 500k house.

    A single person can easily buy 500k house with only 5k income, its all about planning…

    Guess? You don’t know anything rather than talk empty.I stay in D residence & we have no problem with Zen series. Furthermore, we appreciate Zen series as entire building help us to block the evening sun light. That’s awesome. I owned 2 units of commercial of Zen which I can received extra rental too. And it’s convenient for us that additional shoplot commercial bring us more convenient benefits than harm. Traffic expected to be more congested but overall still nice to stay.

    it’s the mindset of the affordable owner.
    some of the affordable owner pay by cash. actually they r rich.

    again, u pay wat u get and no one is above the law (SPA). but they (affordable) come over hoo haa hoo haa abt the facility and this not fair that not fair…

    @cheepeng, why Marriott hotel invest in Q4 waterfront and not the Zen? Because international player know how to avoid lousy developer without proper planning. I rather pay a few hundred thousand to avoid staying in madani tower like the Zen with 2,000 occupants. After Zen 9, still got plenty of lands next to the Zen, PDC also got. We can expect it like another Padang Tembak…

    D residence owners are happy as block the evening sunlight & plenty of amenities nearby. Even want to buy food or Nasi kandar also just nearby.

    Let me tell you the seaview of Zen6 is very very superb than Queens waterfront. Able to see until mainland with unblock seaview/Bridgeview. Drop me a message & I can bring you in for experience. I disappointed with Queens residence because the seaview is quite limited.

    Counting from The Zen VP date to renovation and moving in (assuming own stay because the tenant doesn’t care), the lowest floor will probably start to get blocked by The Pier any time soon.

    Unless The Pier makes slow progress but that is not likely to happen for the best Penang pioneer developer AsiaGreen.

    Right. It will limit the Bridgeview of those corner unit.
    As of seaview at the front it may take a long long time for reclaimed & to develop. We couldn’t guarantee a permanent seaview but at least 15 years for those high floor unit.

    I opts for Zen6 & go for The Pier. Developer workmanship should be acceptable with reasonable price tag. It will include part of my property collection. Unfortunately the corner bigger seafront unit still pending release from developer.
