For those who are bothered by leasehold, you can maybe take Spore as a reference, as they have had quite a number of housing projects which the lease have expired.
Typically what happened in Spore is, if it’s a low dense project, by definition not more than 350 units, developers would normally try to buyut the project en-bloc, so that it can pay the extension/conversion premium to the gov to have the lease extended or converted to freehold, and then demolish the old buildings to rebuild a luxury and high density project. They can make money that way. Of course, this normally happens in prime area. To increase the success rate of en-bloc buyout, developers normally offer very attractive price to owners, something that is more than enough for owners to buy another brand new unit with the same size.
That is Spore, here is Malaysia, bolehland…different!
The price will depreciate more with Malays majority.
One good example will be Mutiara Heights.
I have a question regarding these ‘affordable houses’.
I do understand that buyers are not allowed to sell these units within 5 years of SNP date.
After that 5-year period, are there any rules regarding its sale? (for example restriction from selling to high-income buyers, etc, etc like the rules we see on Low Cost houses)

I have got the 3k unit, Andy is right either end April or early May is the signing of S&P and draw unit on the same day according to the staff. If don’t buy this unit with this price or worry about the density , i don’t think we able to get this type of property in Penang with better price and low density anymore.
Hello. I was offered the 800 sq ft unit and I am in the midst of securing a home loan. I have just a few question which I hope one or some of you can assist to answer.
I have spoken with two different staff in Zubicon They have told me that the process (after I get a home loan) would be like this: (all on the same day) give the deposit, sign the S&P, ballot. I understand the need for balloting but I do not understand (and I wonder if it is true) why I am not allowed to REJECT the offer, should I decide to not purchase the house, if I have selected a unit that I am not happy with.
I accept that I cannot select the unit but is it correct that I cannot reject after the balloting session? So buyers do not have a choice at all after balloting?
I have called up the Bahagian Perumahan and the person I spoke to said developers have the right to design the methodology that suits them best. How is that fair? There will definitely be developers which will come up with practices that benefit them most. Just because a it comes under the “affordable housing scheme”, it should not mean that buyers be stripped of their buying decision, no?
Anyway, I would appreciate it if any one of you could clarify on this matter. Thank you in advance.

On February, the developer had rushed us for the loan application…. but now almost three months, i was not called for ballot. and now… the bank rushing me to sign bank loan offer letter even though there is no lot number…. cos the offer will be expired in next week. is any one facing the same problem with me?
last week i have sign 2nd times loan offer letter be4 expired date. for those facing same problem can ask panel banker better.

Today i went to Zubicon to discuss about the offer letter I recieved a few weeks ago. It’s LEASEHOLD for sure, confirmed. They have a guy from Maybank waitin’ in there for consulation and loan process. You will need to pay..as usual 10% down payment..you can’t pick the unit you want @__@ imagine you got the “between” block. All you can see is the other side of the building..no view at all ( no balcony too ) for 800sf. The project will be completed around 2018. That’s all i got.

How is the project progress.
I hear this project is currently pending APDL (developer’s license) approval from the Ministry of Housing under federal government. And because the Minister at MOH is not agreeable with Penang’s CM Lim, MOH is delaying the approval. In other words, the progress of this project is currently a victim of ridiculous politicking.
That’s last I heard, which was about a week ago. Anyone with more recent news?

Every day I pass by the site when on my way to work. Was wondering is the project has been approved by Ministry Of Housing? A bit of progress is on going. Maybe the reason approval is pending due to the high density (Maybe?)?

FYI, developers CAN proceed with construction works without the APDL. The problem with working without APDL is that the developer cannot issue the S&P agreement. Without the S&P, they are unable to sell their units. Unable to sell their units, they have no access to funds. Without funds, they cannot finance construction works. The reason you’re still seeing construction works going on is because this developer probably have some cash reserve. And trust me, if the APDL gets delayed for longer periods, say 3 or 6 more months, this developer will run out of their own cash, and they will have no choice but to stop construction works – EVERYBODY suffers – developer, workers, buyers. And again, all this is down to silly state vs federal govt politicking. Not any other side issues like density or whatever. Just a childish fight. It is embarrassing that this is still happening in this age, 2015. But then again this is Bolehland.

The latest news i got from zubicon is the further delay the S&P agreement to Nov. They yet to obtain the approval from federal. Sigh….

Hello fellow buyers. It’s confirmed. Zubicon’s APDL has been approved. I personally called Zubicon to confirm a few minutes ago. We should be able to receive a letter from Zubicon within the next few weeks & possibly sign the S&P in December. This is fantastic news after waiting for so long. In general practise, developer office will ask purchaser to sign the SnP and loan document together (prefer same lawyer).
Then you will not fall into the situation you faced, also quite risky if somehow the loan not approve at 2nd attempt (not quite likely, but there is possibility).

I just signed the S&P for 200k. but have been told by lawyer & dev to wait about 2-3 months to get back the S&P document after PDC & dev’s sign the document and stamp duty together with my loan agreement. Some 400k buyers will condemn 200k buyers jatuh their standard meanwhile 200k buyer will condemn 72.5k buyer spoit their image.. Macallum is one of the example already, full of ahpig ahdog and hitamputih mixed rainbow colour also got.. This 72.5k started price will consist alot of same standard people like macallum.

I havent sign the SNP for 400k, we need to go through balloting first before we sign. Zubicon asked to apply loan first then only they will let us know when to go for balloting. They said balloting and signing SNP will be done on the same day, so need to prepare cheque if they ask to go for balloting.
So far I’m applying PB & Maybank house loan, PB revert me within 3-4 working days, but Maybank take longer time to know the loan status. So far, still waiting Maybank to compare their offer with PB.

i do not understand why it takes so long for the s&p be proccesed? yes its aleardy 5 months and still no response from the developer.
I called to developer last week, they told PDC signing the document already. probably will get by this week, may be by batch cause a lot of documents. I got called to the lawyer & PDC before to ask & push them about this. Hope what dev told me is correct and can get the snp soon.

Sp Chelliah project most likely to be delayed. Will the developer pay Penalty ?
Many of the staffs at developer office rude and unprofessional, completely hopeless. Lim, if developer project delay we should definitely proceed with some action, because this developer been totally rigid and inflexible when it come to payments, no reason to let them off if they mess up their end of the bargain.

I’ve called zubicon again now final inspection to get CCC. The contractor also doing some clearing work at the site. According to the marketing people, they will send the VP procession letter soon. She also updated my current address to send the letter later. According to her, after we get the VP letter, must check with the bank or developer first if the bank already fully disburse to the developer. Hope to get the letter soon.

I guess the bank already get the letter from developer & now processing for the payment. The payment will take about 1 week. so, can try to call back to developer next week to ask if the loan fully release or not. then u can go & collect the key.
