i think the 1k sqft is the new type… smallest is 700sqft something if i’m not mistaken.

What does it means by pre-signing? After pre-signing, do we still need to officially sign again later? What is it different from standard signing? What stop AG from standard SPA signing? Anyone can give comment?

The lawyer mentioned that it is to secure the unit and the price before the APDL approval. I think they still need that to proceed for standard signing but that will only get approve around Oct or Nov. The lawyer said no need to pay any downpayment for pre-signing…until APDL approval which mentioned Oct or Nov….
i just signed the s&P, downpayment not need to provide yet.. i think they will need it when we sign loan agreement, they will stamp the s&p on oct…
Why cannot sign snp after obtain APDL? What if the plan not been approved and they need to change again? Then stucked and accept it, no more withdrawal?
I will definitely wait until AG obtains APDL then I will sign. It is wrong to sign SPA if no approval of APDL. If lawyer explain that pre signing the SPA is to secure the unit and price, ask the lawyer to fly kite. What’s the booking form and fee we paid for earlier??

Tat is no pre-s&p or post-s&p this such thing. I juz go for one s&p which is final & only one, rather than get binding, cant withdrwn or amend or do anything in future.
Yes, I agree that we shouldn’t sign if APDL is not approved yet. What is the point of signing now if we know the snp will not be stamped in next few month. What happen if the project delay again for another one two year….. The buyer is always at the losing side.

seems like they are not forcing anyone to pre-sign la… i think they are trying to give the purchasers confident to secure the unit as they said some are keep chasing about the S&P or at oversea so they will need to sign first kuah. i think they will get their APDL by Oct loh… as long as they start work d, meaning the plan not changing d… and the project still going on!

Not true. Still left 30%. They even have to advertise in radio. But still no one buying. Penang property is really going into downturn now.

It’s depend how much undertable he gonna take from you…and the early package is rebate – 6 or 6.5%….now after new nomination it most likely will be follow their current offer which is -4% only……I would advise you call developer or their lawyer panel ( SAN & Associated) to confirm before make any payment.
i already pre-signed S&P, right after i went to check the BP has approved. I didn’t want to sign previously as we all know if BP not approved there’s still chances that they might change but now it is pretty much 80% firm d so i decided to sign. Heard that they will have the ground breaking confirmed on 4th Sept. So if they start work then should be very secure d!

well.. i was frustrated with the developer delaying but i like the project and it is under my budget so i still go for it. i believe i have my choice to do so.
BP is they called it building plan.. i think it’s a plan need to be approved by authority. Anyway, the S&P is the same..either sign now or later. Standard S&P la with all the spec and layout. I signed it but no need to pay yet so i decided to sign but doesn’t mean you have to do it now. Up to you la… you can wait but i just want to confirm my things and applying bank loan. i bought another project “Sandiland” also has pre-signing so i believe it is common practise.

by type in Asia Green at “Nama Pemaju” or The Clover at “Nama Projek”, or confirm with the bankers. I have checked it with the banker on 26-Aug-2014, they said they just enter into their bank system for this project/developer but still awaitng the APDL from the developer. So, dun be rush for signing any agreement with them first. In my opinion, to be secure for us as a purchaser better wait until they get the APDL first, because without APDL they still can change their building plan and unit price.
Once the APDL obtained, the SPA will sign up soon.

I also interested on this project, but…. sadly the developer still did not obtain the Advertising permit n Developers’ licence (APDL) as this is very importance/secure to us as a buyer. I’ve checked on 26-Aug-2014 with the banker, they give me the same feedback “no APDL yet”, Everyday, I checked at the Kementerian Perumahan dan Kerajaan Tempatan (KPKT) website:

Normally, the duration for APDL application is take about 170days++ for the whole process, so you count from Mar’14 as the application started….. if there is efficiency, then Oct’14 should be obtained le.

I have pre-signed with the lawyer after i checked that the construction has started.. i’m bought the tower B 1,598sqft unit. I waited and hesitated at first until they start work.
I only confident to sign with them because not many developers would start work before collect money from purchasers.. They must have good cash background to do that.

No sure whether it is pre SPA or what, but mentioned in the SMS was signing of SPA. Should be official in my opinion. Its yearend and I dont expect what kind of pre-SPA anymore.

This is a pre sign snp means that they cant send the snp to stamp yet as the developer has not got the epdl or ebdl yet. So they can’t take the money from us. However, they have already started the contrusction.

Its not easy to get APDL approval, the land is actually an agriculture land belongs to bumi.
Clovers has obtained the APDL last week. Developer has confirmed that.
i don’t even believe what this developer say until they show me black n white proof.
Keep on telling people that they had submitted the documents for quaywest, but until now still cannot find the records on gov website.
Asia green really need to come out and explain to their buyer why they cannot have the same speed like other developers.

I thought loan stamp duty & disbursement are paid by developer as stated in 2012 IOA ($5000). We only need to pay loan legal fees !!??
For loan legal fees, as I know : first $150K is 1%, Next 850K is 0.7%, +6% service tax.

Don’t take the risk.You have to secure a bank loan first before can proceed to sign SnP.
This is the standard procedure practise nowaday.
Otherwise if you fail to get the bank loan,you can not do the cancellation.

I noticed block A is now 3-4 floor already
I just send fb msg to ask the developer, they reply me that one of the pump room is at 23rd floor.
This confirm my guess is correct.
If you check units A-23-05, C-23-03 or B-23-07, these units are smaller than their respective upper/lower floor units which I believe is to make room for the water pump.
Maybe the upper/lower unit of 23rd floor will heard some noise from pump room…just maybe…
The 23rd floor’s pump room is Fire Fighting Pump Room if I’m not mistaken. It won’t operate most of the time unless caught fire or during routine test run.

Isit the developer will get it from the bank, if the loan is 90%.

Better to call up and ask for SnP. IF not, they potential delay in stamping of SnP.
This is will benefit to developer if their could not complete the construction or project within 3 years time. By that time, you are not able to claim any penalty on the project delayed.
